This is a Touhou character, Aya Shameimaru, who is mixed with a MLP's body.

I made Aya's cutie mark her fan that she uses for..."attacking". Hehe x3

Im used to making drawings all sketchy and complicated, but with MLP style, you want it to be as simplified as possible. Otherwise you lose its style >w<

Now Im off to make more Touhorses! ^_6
